The Pennsylvania Virtual Community College Consortium " The Consortium is an organization that is designed to make available community college opportunities to every Pennsylvania resident, yet does not itself admit students nor grant degrees. Students simply apply for admission to any of the member community colleges. PHEAAMentor™  is an online resource to help students and their families select a college, apply for admission, and plan to finance higher education.
